For their entire life, they must reciprocate and accept any sexual actions or advances made by men. If they don't, the law allows the man to force them by rape or coercion, and if they cannot overpower them, or if they don't want to, they can call 911, and law enforcement will help the man force the freeuse woman to comply. Non-freeuse women, are second-class citizens. They lose all legal rights, and any crimes against them are not investigated by the police. They also must pay a monthly fee. For girls, at birth, the parents would decide whether their daughter is free-use or not. If they decide they're not, they must pay fines and fees until the child is 18 unless the child becomes freeuse. Parents can also require their children to become freeuse at any time before age 18.
